The federal government has launched a public consultation on the proposed regulatory framework to be implemented in support of Bill C-65, An Act to amend the Canada Labour Code (harassment and violence), the Parliamentary Employment and Staff Relations Act and the Budget Implementation Act, 2017, No. 1. Bill C-65, tabled in November 2017, passed its Third Reading in the Senate on June 18, 2018. If enacted, Bill C-65 would, among other things, add provisions to the Canada Labour Code preventing workplace violence and harassment in federally regulated workplaces.

The consultation process is focused on soliciting public input on matters including:

  • employers’ existing workplace harassment and violence prevention policies;
  • domestic disputes and how employers will respond to incidents involving employees’ family members in the workplace;
  • how to conduct and workplace harassment and violence investigation and what to include in an investigation report;
  • training and policy implementation;
  • harassment and violence reporting requirements; and
  • the extent to which employers should assist employees who are involved in incidents of harassment or violence in the workplace.
